Jenkinson was stopped without explanation.

  Jenkins, a welfare rights officer in Stockport. The United Kingdom Government (“the Government”) were represented by their Agent, Mr   C.

The same day the Chief Constable appointed Chief Inspector Jenkins of the Complaints and Discipline Branch of the RUC to investigate the complaint.
