In June 2003 the first applicant learnt from the head of the local administration that Khamzat Tushayev would be amnestied if he surrendered his arms.

    The Court considers that the Government’s objection raises issues concerning the effectiveness of the investigation which are closely linked to the merits of the applicants’ complaints.

    The servicemen hit the seventh applicant on the head with an automatic rifle butt, tied her arms behind her back and put adhesive tape over her mouth.
