TURKEY   Tuesday, 27 April 1999 at 9.30 a.m.       The European Court of Human Rights (First Section) is holding a public hearing today on the admissibility of the application lodged in the case of Denmark v. Turkey (application no.   34382/97).   The application     The application alleges that Article 3 of the Convention (prohibition of torture and inhuman or degrading treatment) has been violated. It refers especially to the situation of Kemal Koç, a Danish citizen born in 1957, who was detained in Turkey from 8 July until 16   August   1996.   Procedure     The application was lodged with the European Commission of Human Rights on 7   January 1997.
