The applicant complained in vain to the Psychiatric Patients’ Complaints Board. Relying on Articles 3, 5 and 8 of the Convention, the applicant brought compensation proceedings before the courts. By a judgment of 22   November 2023, which became final on 18 April 2024, the High Court found the confinement lawful, except for the period between 2 and 25   September 2020, for which he was granted compensation. QUESTION TO THE PARTIES Was the confinement of the applicant from 4 March 2019 to 18   October 2022 in a locked patient room in a psychiatric hospital in breach of Articles   3, 5 and/or 8 of the Convention (see, inter alia , Munjaz v. the United Kingdom , no.   2913/06, 17 July 2012)?
