The applicant was serving a prison sentence at the time of lodging of this application. The Ministry of Justice refused the applicant’s application stating that the prisons where he wished to be transferred were full. Relying on Article 8 of the Convention the applicant alleges that his repeated requests to be transferred to a prison located closer to his family’s place of residence were rejected without sufficient justification. QUESTION TO THE PARTIES Has there been a violation of the applicant’s right to respect for his family life contrary to Article   8 of the Convention   on account of the refusal of the domestic authorities to authorise the transfer of the applicant to a prison located closer to his family’s place of residence (see Avşar and Tekin v. Turkey , nos. 19302/09 and 49089/12, §   74, 17 September 2019)?
