In particular, the applicant alleges that the prison authorities have not taken appropriate measures to accommodate his needs determined by his mental disability, by ensuring, inter alia , that he receives adequate medical care and permanent assistance. The applicant was released from prison on 16 June 2019. QUESTIONS TO THE PARTIES 1.     Were the conditions of the applicant’s detention, which started on 6   December 2016 compatible with the requirements of Article 3 of the Convention? In particular: (a)     was the applicant’s health compatible with his detention conditions? (b)     were there any legal means for transferring a person with a mental disability such as the applicant from prison to an adequate psychiatric facility?   2.     Has the applicant benefited, in detention, of medical care adequate to his mental condition and in compliance with his doctor’s recommendations?   3.     Has the applicant benefited from the help of a personal assistant in compliance with the medical recommendations issued in his respect?
