On 29 May 2006 the applicants requested from the town-planning authority of Cyclades the annulment of building permits no. 610/1988 and   527/1993 and of parcelling act no. 463/1987. They invoked as reason that the contested acts had been based on a prefect’s decision which had already been found unconstitutional by the Supreme Administrative Court. Following the town-planning authority’s refusal to revoke the above-mentioned acts, the applicants lodged an application for annulment with the Piraeus Administrative Court of Appeal. The domestic court by its decision no.   2090/2009 held that the town-planning authority of Cyclades was obliged to review again the legality of the contested acts and quash them, unless there were compelling reasons not to. The applicants complain under Article 6 § 1 of the Convention that until the date they lodged their application with the Court, the above-mentioned decision had not yet been executed.
