  Recalling the respondent State’s obligation, under Article 46, paragraph 1, of the Convention, to abide by all final judgments in cases to which it has been a party and that this obligation entails, over and above the payment of any sums awarded by the Court, the adoption by the authorities of the respondent State, where required:   -           of individual measures to put an end to violations established and erase their consequences so as to achieve as far as possible restitutio in integrum ; and -           of general measures preventing similar violations;   Having invited the government of the respondent State to inform the Committee of the measures taken to comply with the above-mentioned obligation;   Having examined the action report provided by the government indicating the measures adopted in order to give effect to the judgments including the information provided regarding the payment of the just satisfaction awarded by the Court (see document DH-DD(2016)1415 );   Noting first the introduction of a combination of domestic compensatory remedies which has been considered as effective by the European Court;   Noting furthermore that the general measures adopted so far have allowed the elimination of delays caused by lengthy periods of inactivity at pre-trial stage;   Noting also that important steps have been made in the execution process as concerns the other identified causes for delay, which are closely linked to the effectiveness of the criminal investigations, and that the authorities have committed themselves to continue their efforts aimed at fully eliminating them in the context of the cases from the S.Z . group which are under the supervision of the Committee;   Noting moreover the commitment of the Bulgarian authorities to speed up the proceedings before the overburdened courts and to put in place an effective acceleratory remedy in criminal matters, in the context of the remaining cases from the Kitov group still under the supervision of the Committee;   Noting finally that the question, raised in the Nedyalkov case, concerning the lack of examination by the first instance court of the existence of a reasonable suspicion that the detainee has committed a criminal offence (violation of Article 5   §   4) is examined in the context of the Bochev group of cases;   DECLARES that it has exercised its functions under Article 46, paragraph 2, of the Convention in these cases and   DECIDES to close the examination thereof.Citations
