The applicant complains that the length of the proceedings has been incompatible with the “reasonable time” requirement, laid down in Article 6 § 1 of the Convention. She claims in particular that several delays in the proceedings resulted from an inactivity of the experts who either failed to prepare their reports at all or submitted them belatedly and that this failure was attributable to the domestic courts.   QUESTION tO THE PARTIES   Was the length of the civil proceedings in the present case in breach of the “reasonable time” requirement of Article 6 § 1 of the Convention?
