A.     The circumstances of the case The facts of the case, as submitted by the applicant, may be summarised as follows. The applicant has been convicted of driving without a valid licence and of outrage against public morals and disturbance of public order. He has been sentenced to four years imprisonment and is currently detained in the Giurgiu Prison. The applicant describes the overall conditions of his detention in the Giurgiu Prison as being characterized by overcrowded cells and lack of hygiene (dirtiness, existence of bedbugs, other bugs and spiders). B.     Relevant domestic law and international standards Excerpts from the relevant domestic provisions and from the international standards concerning the rights of detainees are quoted in Iacov Stanciu v. Romania , no. 35972/05, §§ 116 ‑ 117, §§ 120-124, 24   July   2012. COMPLAINT The applicant complains in substance under Article 3 of the Convention about the conditions of his detention in the Giurgiu Prison.     QUESTION TO THE PARTIES   Were the conditions of detention during the applicant’s stay in the Giurgiu Prison in breach of the requirements of Article 3 of the Convention?   The Government are invited to provide information on the material conditions of the applicant’s detention in the Giurgiu Prison, in particular as regards the size and occupancy as well as the cleanliness of the cells in which he has been held.
