The applicant’s complaints concerning the right of access to court and the fairness of the proceedings under Article 6 § 1 of the Convention were notified to the respondent Government on 8 November 2018. The Government, who were represented by their Agent, Mr A. Metani of the State’s Advocate Office, submitted their observations on the admissibility and merits of the case on 22 February 2019. The Registry’s letters of 8 November 2018, 6 March and 7 August 2019 addressed to the applicant’s home address have returned to the Registry undelivered with a note by the Albanian postal service that the address was unknown ( i panjohur ). Subsequently, the Registry attempted to reach the applicant at the telephone number indicated in the application form, but to no avail. On 7 August 2019 the applicant’s attention was drawn to the fact that failure to submit a reply by 9 September 2019 might result in the striking ‑ out of the application in accordance with Article   37   §   1   (a) of the Convention. THE LAW The Court considers that, in these circumstances, the applicant may be regarded as no longer wishing to pursue her application, within the meaning of Article   37   §   1   (a) of the Convention. Furthermore, in accordance with Article   37   §   1 in fine , the Court finds no special circumstances regarding respect for human rights as defined in the Convention and its Protocols which require the continued examination of the case. In view of the above, it is appropriate to strike the case out of the list. For these reasons, the Court, unanimously, Decides to strike the application out of its list of cases.
